2021-2023 Street Vending Food Truck Pilot Program

The WSFTA is running a “street vending” pilot program with the City of Bellevue, allowing eligible food trucks to vend in the Right of Way. Vendors who wish to participate will operate in the ROW via street permit and be required to apply through the Association meeting specific terms and conditions. There will be some restrictions regarding vendor size and cuisine type per location. Vendors can find all the requirements and details below.

Customers can find the food truck locations, menus and place online orders via Street Food Finder.

Vendor Requirements:

(Booking for the City of Bellevue’s ROW permit program is on a first-come-first-served basis; a food truck vendor may only occupy one location per day.)

  1. City of Bellevue business license (apply here). Bellevue general business licenses are valid for the life of the business and do not require annual renewals.

  2. Proof of current King County annual Mobile health permit and Labor & Industry insignia.

  3. Email in to us your Certificate of Insurance-

    Proof of Insurance in the form of a (COI) Certificate of Liability Insurance in the amount of $2,000,000 naming City of Bellevue as an “Additional Insured”. The insurance will need to list “for purpose of use of the right of way for food truck services”. - Endorsements such as CG 20 12 or CG 20 26 (or equivalent) need to be provided along with the Certificate of Liability Insurance.

  4. Email into us, your truck length (some sites will have size limitations of 30-feet or less, no wider than 8ft.)

  5. Must meet City of Bellevue’s fire code: https://bellevue.municipal.codes/BCC/23.11.321 Please find the Fire Prevention info for Mobile Food Vending here: https://bellevuewa.gov/sites/default/files/media/pdf_document/F-68_Mobile_Food_Vending.pdf (Locate generators at least 20’ away from your mobile food vending unless the generator is 6,500 watts or smaller and not readily accessible to the public.) Per Bellevue Fire, truck must have a current operational permit valid through ANY King County Fire Agency.

  6. Vendors must maintain a copy of the issued street permit on board (this will be emailed to you).

  7. Sign into your Street Food Finder account for booking site location times and details.

Program Information and Conditions:

  • All vendors must follow the City of Bellevue’s Right of Way Best Practices:

    • Vendors must keep the public ROW free of obstructions that impede free use of sidewalks by pedestrians and provide a minimum of a 5-foot wide clear pedestrian path by the Food Truck and comply with the Americans with Disabilities Act for pedestrian access.

    • Parking violations should be reported to the police non-emergency line 425-577-5656.

    • Vendor shall provide and maintain a private waste receptacle for both trash & recycle near the food truck and keep the public ROW free of litter and drink or food waste.

    • Vendors shall return the right-of-way to the same condition they found it, and shall remove any garbage (within 100-feet) or equipment they bring in. Applicant shall dispose of their own garbage, recycling and any other food waste product as required by the Health Department.

    • In an effort to be responsible stewards of Bellevue's natural environment, vendors have eliminated single-use plastics and will provide recyclable, compostable and biodegradable disposables that include glass, bamboo, paper and other “green” products.

    • Food trucks must be parked at least 15-feet from any fire hydrant, and 5-feet away from any driveway, sidewalk, utility box or vault, handicapped ramp, building entrance or exit or emergency call box. Food Trucks shall be parked a maximum of 12 inches from the curb. Per code: 320.4.1 Portable generators and other internal combustion power sources shall not be located within 20' of Mobile Food Vending while in operation, and shall be isolated from contact with the public by fencing, enclosure or other approved means.

    • Be a “Good Neighbor”; promote local businesses that you locate near: when you post your location on Facebook, Twitter or Instagram, include a link to nearby retailers and/or coffee shops.

    Site Locations:

    Location 1. 550 106th Ave (next to the Galleria). Truck length requirement of no more than 30 feet long, restroom access is inside the Galleria (signed restroom form on file), no Indian cuisine.

Location 2. 100 100th Ave NE (next to the SW corner of Downtown Park). Truck length requirement of no more than 30 feet long, restroom access is inside the public park.


Substantial research has demonstrated that urban design and surrounding land uses have a significant impact on the liveliness of streets and public interactions.  The following key findings are based on the results of recent research and pilot programs:

Food trucks have positive impacts on street vitality and neighborhood life in lower density residential neighborhoods as well as in the high-density commercial areas,

Food trucks promote walkability and help to create a sense of community,

Food trucks represent beneficial employment opportunities because they provide an improved quality of life and promote social interactions between owners and customers,

Food trucks promote entrepreneurship without interfering with current business owners,

Food trucks promote sustainable practices,

Mobile food vending provides a more equitable pathway than other small business opportunities,

Food trucks are one of the most efficient uses of public space. The same parking space that can be used by just a few in an afternoon can be used by more than 100 people having lunch from a food truck. And by bringing food directly to the people, food trucks help reduce congestion.
